The overall goal of this project is to support the Cameroon Defense Force (CDF) in achieving sustainable HIV epidemic control in Cameroon by providing technical assistance and program support to the military HIV program to reach the PEPFAR adopted UNAIDS 6 95s and 3 10s of 95% of ADM on combined prevention, 95% of people with HIV know their status, treating 95% of diagnosed cases with highly effective antiretroviral therapies (ART), and obtaining viral suppression among at least 95% of those on treatment, 95% coverage of vertical transmission programs and 95% access to sexual and reproductive health services.

This program strengthens the CDF HIV military health program’s ability to plan, implement, and manage the delivery of services across the HIV clinical cascade – from prevention and testing through treatment and viral suppression in accordance with the orientations of Cameroon’s National Strategic Plan and in alignment to international technical guidelines - notably the 2022 PEPFAR strategic direction, the Global AIDS Strategy 2021–2026 and the Global Fund Strategy 2023-2028.

Adequate support is provided to the CDF towards the adoption and effective implementation of strategies and policies aimed at ending all forms of inequalities and bias in service delivery, in alignment with the UNAIDS 10-10-10 target (less than 10% of PLHIV experiencing any form of stigma and discrimination; less than 10% of PLHIV women/girls, KPs at heightened risk experiencing gender-based violence and inequalities; and efforts to eliminate any existing punitive laws and policies).

HEADA staff under a Cooperative Agreement (CoAg) with the US Department of Defense/Division of HIV/AIDS Prevention Program (DHAPP) through funding from the President Emergency Plan for AIDS Relief (PEPFAR), has been working since 2015 with the Cameroon Ministry of Defense to achieve this mission. From October 1, 2023 onward, DHAPP has awarded a 4-years contract to HEADA which will cover 2024-2027 to continue the implementation of this program with the Cameroon military.
